What, Exactly, Are The Rules

Rules are set forth to regulate how you play the game.

In sports there are rules that, even though, you may not agree with the particular rule which gets enforced by the officials who are officiating the particular sport. The officials are supposed to be impartial arbitrator of the rules. They are supposed to enforce the rules as written in the rule book even though they might not agree with them.

The problem with the progressives is that the decide to change the rules in, what seems like, mid stream.

I do agree that that the judiciary is becoming more and more partisan but I kind of pity them because the legislative and executive branches continue to change the rules, on the fly which makes it harder to adjudicate the cases which come before the courts.

When one changes the language within the rule it changes the rule, itself.

The changing of the language, changes the letter of the rule which moves the goal posts.
