Which places, on the whole, do the most giving?

It seems to be that, on the whole, that the red states do the most giving.

I look at it in this way, the reason why some places that do not give, do not give is that they are having the government take too much from them. In some states, after taxes, a person will be “giving” to the government sixty or more percent.
